Campaign themes
2012
On his campaign website, Crane addressed three main issues. Here are excerpts:[9]
- Put The Consumer First: "Prohibit the use of credit scores in issuing policies or determining premiums," "Require insurance companies currently allowed to notify policyholders by regular mail that policies are being canceled or not being renewed, to utilize additional methods of notice"
- Increase The Consumer's Options In Purchasing Insurance: " Actively recruit quality companies to do business in Delaware," "Require companies licensed in Delaware to offer policies throughout the state"
- Restructure Insurance Department Employment Policies: "Terminate policy of contracting for professional services at exorbitant rates," "Fight for living wage for all department employees," "Staff all department divisions with full-time state employees/end use of contract workers"
Campaign finance
2012
Crane's campaign told elections officials on August 27, 2012 that it would return $7,200 to several limited liability companies associated with New York real estate magnate Leonard Litwin.[10] His campaign previously refunded $300 each to seven LLCs because their $1,500 checks exceeded the $1,200 limit.[10]
Questions over Crane's compliance with campaign law remained because of a law that considers donations from a business entity in which a person owns an interest of 50 percent or more to be subject to limits on individual contributions. Crane's campaign manager Brian Boyle made it clear that he would be returning all but $1,200 because the campaign has been unable to establish the stakeholders and percentage interest in the LLCs.[10]
