Denise Epstein (Democratic Party) (also known as Mitzi) is a member of the Arizona State Senate, representing District 12. She assumed office on January 9, 2023. Her current term ends on January 11, 2027.

Epstein (Democratic Party) ran for re-election to the Arizona State Senate to represent District 12. She won in the general election on November 5, 2024.

Epstein served as Senate Minority Leader from March 2023 to January 2025.[1]

Biography

Epstein graduated from Carl Sandburg High School in 1979. Epstein earned a B.S. in computer science from Bradley University in 1983. Her career experience includes working as a small business owner, a computer programmer/analyst for Olin Corporation, and a systems analyst for Citicorp Mortgage. Epstein chaired the Yes Public Ed organization in Maricopa County, Arizona, served as vice president and legislative issues chair of the Arizona Parent-Teacher Association (PTA), volunteered with Voices for Education, and founded Arizona Parents for Public Education. Epstein was also a governing board member of the Kyrene Elementary School District from 2005 to 2008.[2]

The signature filing deadline for candidates wishing to run in this election was May 28, 2014. Denise Epstein was unopposed in the Democratic primary. Incumbent Bob Robson and Jill Norgaard defeated John King and David Pheanis in the Republican primary. Robson and Norgaard defeated Epstein in the general election. We need better funding for education, more affordable housing options, high quality jobs, and sustainable water solutions. As your current House Representative and a computer systems analyst, I am a problem-solver with a successful track record. In 2021, I led a statewide team to develop and pass bipartisan solutions for Arizona’s Unemployment Insurance system. The results are better benefits for workers and lower tax rates for employers. As a former school board member, I am known for listening to parents, teachers, and students, and I speak up at the Capitol for the support our schools need in order to offer an excellent education and keep qualified educators. As a small business owner, I know first-hand that public policies must provide a supportive environment for your business to compete and grow. I push for fiscal responsibility and government integrity: our tax dollars belong in our pockets and in the programs that help our community, not in the pockets of cronies and special interests. Practical solutions are possible without raising taxes, if we work together. In the AZ Senate, I will continue listening, collaborating and leading to stop the partisan games and build on Arizona’s strengths.
  • Education - Our community expects high quality public schools to support property values and local businesses today and to prepare our children to meet the unknowns of tomorrow with skills and confidence. Public education is the foundation of a thriving economy, freedom, and quality of life. We must educate the whole child. Neither a child nor a school should be reduced to one test score. Our schools need arts, PE, technology, school counselors, as well as rigorous courses in English, math, science and social studies. Arizona teachers and students deserve respect and support. Mitzi will work to ensure we’re investing in schools that are high quality, equitable and accountable.
  • Economy-Having worked in the financial sector and in technology, Mitzi uses her experience and knowledge to take a critical eye to proposed legislation. “I leverage my own experience and skills with the knowledge of an ever-growing network of experts in technology and finance. Together, we do the work to balance support for innovations with protections for consumers,” Mitzi explains. In the senate, Mitzi will ensure local small businesses are supported, corporations are accountable to the community while given space to innovate, and above all, that as taxpayers, every resident enjoys the balance between keeping our hard-earned income while contributing fairly to the community services that ensure a high quality of life.
  • Fiscal Responsibility - Taxpayers deserve results from their investment in government projects. To know how our dollars are performing we must have transparency and accountability. Mitzi is highly respected in the legislature for her careful attention to detail and to budgets. “How will it affect you?” Mitzi asks real people all the time. Mitzi has experience using analyses and metrics to understand the impacts of proposals before voting them into law. The government shouldn’t be allowed to spend millions of taxpayer dollars on partisan games, whether on farcical election audits or partisan vanity projects.
Arizona students and teachers deserve our respect and support. Sadly, the current budget for K12 schools is enough to meet inflation, but not much more. We need rigorous STEM and CTE classes offered in every school to prepare a competitive workforce. Our students need more counselors, psychologists, and social workers to help them learn career and life skills. Our teachers need a worthy wage so that every child can learn with a great teacher, reducing the teacher shortage.

Our American system of public education provides many benefits, but if we ruin it, we will ruin the foundations of our economy and our pursuit of happiness.

 This year, Republican legislators pushed for dangerous kinds of censorship and book banning.  Also, they passed a very expensive voucher system for taxpayers to pay for all students in private school and other activities, on top of paying for public schools. There are many dangers in this Republican voucher system in addition to its increased cost to taxpayers.

This huge new voucher system is likely to drain away most of the new funding in the budget for K12 schools, leaving all the students in public schools with less, again.

With public schools, we have laws to protect children’s safety, and to assure they are learning based in evidence and truth. Parents and students have rights in public schools, by law. To support a bright future, we should work on continuous improvement in our public schools and invest in public education.

What would be your top three priorities, if elected?

My top three priorities are education, jobs, and health and safety.[14][15]

What areas of public policy are you personally passionate about? Why?

For over 25 years I have advocated for strong public education. Assuring that every child has the opportunity to reach his potential is in the best interest of our economy and our quality of life, in addition to being important for each and every child.Cite error: Invalid <ref> tag; invalid names, e.g. too many[15]

Who do you look up to? Whose example would you like to follow and why?

I admire and look up to school board members, especially those who serve for more than one term when their school districts need them. I served on the Kyrene School Board for 1 term of 4 years, and there were many good candidates interested in the volunteer job at the end of my term so I finished my turn. It takes a great deal of time and skill to listen to the thousands of parents, teachers, and community members to include the whole community in decisions. Our school districts in my community are particularly good an including everybody in decisions, and yet there is always room for improvement. I admire school board members who continue to strive for improvement in their outreach to the community, and improvement in their results in educating the whole child.[15]

What characteristics or principles are most important for an elected official?
Outreach and honesty are two traits that are imperative to being effective as an elected official. I believe that it is my duty to represent the people of my district, and the only way to do that well is to reach out to them actively and listen. It's imperative to be honest with voters, constituents, and colleagues. I have been completely transparent with voters on many issues.[15]
Both sitting legislators and candidates for office hear many personal stories from the residents of their district. Is there a story that you’ve heard that you found particularly touching, memorable, or impactful?
There certainly are many stories I've heard as your state representative. The most recent one was fairly simple. A voter at the door told me about his home-based business making cupcakes. In Arizona, a "cottage bakery" is not allowed to sell foods made with dairy, so they cannot make butter-cream frosting. That is a big barrier to getting the business started. As we talked, I wondered if that is a law that should be re-evaluated. I have invited him to work with me on the project of learning more about cottage bakery laws in Arizona, and our collaboration might lead to a pilot program to try some easing of regulations while monitoring the results to assure consumers are safe. Or, we may find that the laws are there for some very good public health reasons. I'll include this person-- along with other small business owners -- because their expertise is important to the process of developing a new program or changing laws about their businesses.[15]
