Monica Beard was born in Newark, Delaware. She earned a bachelor's degree from Trinity College, Dublin in 2009, a graduate degree from the University of Edinburgh in 2011, and a law degree from Delaware Law School in 2024. Her career experience includes working as a nonprofit professional.[1]

Monica is a working mom who grew up in District 22, graduating from The Independence School and The Tatnall School. She currently works with domestic violence survivors and serves on the board of the Delaware Alliance Against Sexual Violence and Friends of CASA, as well as volunteering with children in foster care and survivors of sexual assault on campus at UD.

I would be the first mom - and woman - representing this district, but I would also like to model how essential it is for legislators to be frontline service workers like my work with domestic violence survivors.

I think it is essential for state legislators to have experience in the nuts and bolts of how government works - understand how children are taken into DFS care, understand how a bail hearing works, much more than it is essential to have government experience.

I would introduce a bill to include American Indian women to Delaware projects working to reduce maternal mortality for minority women.
