My name isMonica Shockley Porter and I am progressive Democrat who understands that the priorities of our state government must shift to better serve all Delawareans. I believe deeply in the power of everyday people to effect change. With over 20 years of experience in social services and business development, I have consistently used my skills to uplift and empower our communities.

My commitment to service is evident in my active roles in organizations that make a difference. As a proud sister of Zeta Phi Beta Sorority, Inc., a leader in my church, and a member of groups such as Network Delaware, The National Coalition of 100 Black Women, Inc. Delaware, Dover (DE) Chapter of The Links, Incorporated, and Fund for Women Delaware, I am dedicated to improving the lives of my neighbors in District 29.

Although I moved to Delaware five years ago, my roots run deep in the First State. My family has lived in Kent and Sussex Counties for over 200 years. This history shapes my understanding of the deep-seated challenges and the incredible resilience within our community. I am driven by a profound commitment to justice and equity, and ready to bring my passion, experience, and leadership to the State House to create meaningful change for all Delawareans.
  • Expanding our Healthcare and Mental Healthcare system.
  • Enacting policies which prioritize environmental justice.
  • Protecting our voting rights.
I am committed to reforming our criminal justice system to address racial disparities and systemic injustices. This includes ending mass incarceration, eliminating mandatory minimum sentences, and investing in community-based alternatives to incarceration. My policy platform for criminal justice reform focuses on creating a more just and equitable system that prioritizes rehabilitation and reduces recidivism.
A core tenet of my policy platform is addressing the disparities in our healthcare and mental healthcare system. As a community we face significant challenges in equal access to healthcare, substance abuse support services, and the lack of mental healthcare resources. I have spent over 15 years working in the healthcare field, I’ve witnessed firsthand the struggles that families face in finding and affording services. And as a person with loved ones who have experienced mental health challenges, I know all too well the difficulties of navigating a system that is often underfunded and difficult to access.

That’s why I support the creation of a Medicaid Buy-In option, which would expand healthcare access to more Delawareans who currently fall through the cracks. By providing an affordable option for those who don’t qualify for traditional Medicaid, we can ensure that more people receive the care they deserve.

Additionally, I am committed to revitalizing and increasing the availability of both inpatient and outpatient options for substance abuse treatment. The opioid crisis has devastated too many families in our state, and we must take action by making life-saving drugs like Narcan more accessible and expanding treatment options that address the root causes of addiction.

Mental health challenges are a critical issue that affects every aspect of our society. I will advocate for comprehensive mental health services that are available to everyone, regardless of income level. I will work to secure funding for mental health programs, support initiatives to reduce the stigma associated with mental health issues, and ensure that our schools, workplaces, and community centers have the resources they need to promote mental well-being.

These challenges are significant, but they are not insurmountable. With bold action and a commitment to an equitable and just public health system, we can create a Delaware where everyone has the opportunity to thrive.
Cooperation and mutual respect should define the perfect link between the governor and the state legislature. While the legislature reflects the interests of the people and offers several points of view, the governor creates a vision and agenda for the state. Working together to create innovative yet practical solutions with an emphasis on efficiently serving the public defines a successful partnership.
Dealing with climate change and its effects will be one of Delaware's toughest issues during the coming decade. Being a coastal state, we especially risk extreme weather occurrences and rising sea levels. Affordable housing, income disparities, and guaranteeing quality education for every student present difficulties as well. Dealing with these issues calls for innovative approaches and a dedication to sustainable practices.
While past political or governmental experience might be helpful, fresh ideas and methods are also absolutely vital from all backgrounds. The key is to combine innovation with expertise to meet the evolving needs and priorities of our state.
Yes, developing ties with other lawmakers is critical. As a candidate, I recognize the need to build strong coalitions across the political spectrum to accomplish important legislation. Collaborative partnerships allow us to overcome gaps, share varied viewpoints, and find common ground on critical topics. These connections allow us to promote structural change and ensure that our policies represent the needs of all communities, particularly those who have historically been excluded.
Shirley Chisholm is a legislator whom I admire. Her pioneering efforts as the first black woman elected to Congress and her unshakable dedication to social justice and equality continue to inspire me. Her capacity to challenge the existing quo and speak for the underserved is an inspiring model of leadership that I hope to follow.
