The Montana Big Sky Dividend Amendment, also known as CI-63, was on the November 3, 1992 ballot in Montana as an initiated constitutional amendment, where it was defeated. The measure would have required that the coal severance taxes deposited in the trust fund for the next ten years be placed into a special fund called the Big Sky Dividend. The revenues from the fund would have been used to finance costs of facilities and improvements for local governments.[1][2]
