The Montana Committee for Budget Amendments Amendment, also known as C-5, was on the November 7, 1978 ballot in Montana as a legislatively referred constitutional amendment, where it was defeated. The measure would have authorized a legislative committee between legislative sessions to approve or disapprove expenditures of unanticipated funds.[1][2]
