The Montana Government Finance Restrictions Amendment, also known as CI-67, was on the November 8, 1994 ballot in Montana as an initiated constitutional amendment, where it was defeated. The measure would have required a two-thirds vote of the legislature for any new or increased tax or fee. The measure also would have required a two-thirds vote of the legislature to exceed the previous biennium's spending level. In addition, new or increased taxes, fees or surcharges by any other state or local government would have also required a two-thirds approval by its governing body.
