Montana Litter Control and Recycling, I-87 (1980)

The Montana Litter Control and Recycling Initiative, also known as I-87, was on the November 4, 1980 ballot in Montana as an initiated state statute, where it was defeated. The measure would have provided that a voluntary program to recycle beverage containers could have been established by beverage and recycling companies. The measure would have placed a minimum five cent refundable deposit on all beverage containers if the program fails to recycle a certain percentage of all beverage containers. In addition, the measure would have prohibited the sale of any non-refillable glass or plastic beverage bottles, detachable pull tabs and plastic connectors. The measure also would have allowed private recycling centers to redeem and recycle beverage containers.[1][2]
