The Montana Homicide of Unborn Children Measure was not on the November 4, 2014 ballot in Montana as a legislatively referred state statute. The measure would have added "unborn child" to list of homicide offenses. The measure also would have defined "unborn child" as a human who is conceived but not born. The measure would not have criminalized abortion, however, because it exempted medical procedures.[1]
Path to the ballot
A simple majority was required in both chambers to pass the legislatively referred state statute onto the ballot.
