The Montana Valid Election for Qualified Ballot Issues Amendment, also known as C-21, was on the November 6, 1990 ballot in Montana as a legislatively referred constitutional amendment, where it was approved. The measure required a valid election to be held on qualified ballot issues.[1][2]
