The ballot title for Article 17 was as follows:

Path to the ballot
This measure was put on the ballot through a successful initiative signature petition. To put a binding, financial expenditure measure on the ballot requires signatures from 10% of registered voters. While this number varies based on voter registration activity, it amounts to approximately 600 valid signatures according to the city clerk.[1]
