I have devoted my entire life to the service of others and our great Nation. I have recently retired as a Navy Captain after over 32 years of Active Duty service and demonstrated, proven executive and combat leadership. My leadership background includes serving as a TOPGUN Instructor, the pinnacle of the Navy's highest institute of learning; the Commanding Officer of a Strike-Fighter squadron responsible for 13 FA-18 Super Hornet aircraft and nearly 300 personnel; Commanding Officer of a major Navy installation, responsible for the well-being of 30,000 personnel, approximately 300 strike-fighter aircraft, significant budgets, and expansive facilities totaling over 800 million dollars in new construction. My entire career was based upon representing others, upholding the standards of a rigorous academic program, and collaborating with all stakeholders to ensure mission achievement. Here, that mission is Students First. I am a proud husband and father of three children who graduated from Virginia Beach Public Schools. Being all over the world during my US Navy career, I could have chosen numerous places to raise my family, and I chose Virginia Beach. My leadership experience, dedication to representing those I serve, fiscal responsibility, and passion to be a servant leader makes me the best choice to serve as the next At-Large member of the Virginia Beach School Board.
  • Supporting Teachers: We must attract and retain quality teachers who strongly desire to make a positive impact in the lives of their students. They must be given all the resources needed to effectively teach in their classrooms, and they must have the backing of School Administrations. Behavior problems negatively impact all students, so rules must be enforced.
  • Putting Students First: I will promote the academic excellence of students, our future community leaders, so they do not continue to fall behind in important subjects such as reading and math. Students will meet the bar wherever it is set, so we should not lower our standards. Doing so is a disservice to them and our community. The Virginia Beach City Public Schools owe it to our students to best prepare them for the road ahead.
  • Parental Rights: Parental involvement is crucial to the continuation of student development, and open communication with parents is imperative. Students spend more time at home with parents than in school, which demands that schools and parents are in sync regarding the educational development of students. Additionally, parents should not be surprised by a decision made by the Virginia Beach City Public Schools on behalf of the student.
The entire team is responsible for a school culture that respects everyone. This means respecting others and treating them how you want to be treated, which is where my background is unmatched. Along with strong, clear policies must be the reporting and enforcement of these policies. Strict consequences for those failing to abide by these policies must be dealt to those not respecting all people and cultures. A culture where each individual respects each other starts with respecting those around you and treating others how you would like to be treated. This ensures equality and inclusion for all.
Integrity, loyalty, and honesty. Politics should not change who you are as an individual with regards to your values. Integrity: Doing what you feel is right, all the time, no matter what, is a must. One should never stray from your moral compass, regardless of the pressures put on you by others. Loyalty: You have a commitment to represent your constituents. They have elected you into office, and you have a commitment to them. You should not be voted into office with one set of principles and then execute the duties of your office with another. Honesty: Be confident in your values, and principles. Ensure you are always honest with the public, so they understand the "why" regarding your stance on any subject. The public should not hear you speak one way to one group of people and another way to another group. Dishonesty leads to distrust. If an elected official always hold true to these characteristics and principles, then that elected official can be confident in defending their decisions. Citizens want to know what you as an elected official stand for, and they want to be able to count upon you being faithful, in all situations, to those values, characteristics, and principles you stand for.
Integrity, honesty, loyalty, and commitment. When you are an elected official, you have a commitment to your constituents. It is not about you personally, it is about representing your constituents, the very ones who voted you into office, and the very ones who can vote you out of office if they do not believe you are upholding your commitment to them.
A constant support of the teachers, ensuring parental involvement, and promotion of academic excellence, all of which will ensure students are first. While doing so, I will have brought effective collaboration to the School Board where the School Board works together for the betterment of the Virginia Beach City Public Schools. It is ok to disagree at times, and it is ok to have differing opinions. We should not allow these differences to prevent us from providing the most effective educational experience possible for the teachers, parents, and students. My strong leadership will ensure the School Board always remembers what is our number one priority and that is "Students First." Lastly, I always represented my constituents just as I promised by never wavering on my integrity and support to the Virginia Beach City Public Schools.
Put students first. Seek Growth. Be open to change. Do great work together. Value differences. The School Board of the City of Virginia Beach, representing the people of the community, is the legislative body for the school division, which determines all questions of general policy to be employed in the conduct of the public schools.
As an At-Large School Board member, I am responsible to the entire city of Virginia Beach.
Regarding safety and security, there are scenarios where the heroic work of First Responders can be late to prevent tragedy. The City Public Schools must ensure everyone is aware of proper procedures in the unfortunate occurrence of such an event. Steps taken in the opening moments of a situation can save lives. We must ensure School Resource Officers are in every school, to include elementary schools, so the appropriate professionals are on site if an unfortunate situation were to arise. Regarding discipline, teachers must have the backing of the School Administration to ensure the safety of the classrooms and enforcement of rules. Negative behavior affects everyone in the classroom, so it must be effectively dealt with.
It is important that the Virginia Beach City Public Schools maintain relationships with organizations such as Children's Hospital of the King's Daughters (CHKD) in order for students, faculty, and staff to get any assistance they need. This way the entire City Public School team gets the professional expertise they require for their well-being.
Additionally, the entire team is responsible for a school culture that respects everyone. This means respecting others and treating them how you want to be treated, which is where my background is unmatched. Along with strong, clear policies must be the reporting and enforcement of these policies. We must have a culture where our students, faculty, and staff are comfortable reaching out when they feel they need assistance in any way. A culture where each individual respects each other starts with respecting those around you and treating others how you would like to be treated.

Once it is safe to do so, children must be brought back into the schools for a face-to-face educational experience. This means finding any means possible for the schools to be safe for children to return to the classroom. Children not being in the classroom is a detriment to their educational experience, their maturing and interaction amongst others, and their future growth.
Parental involvement is crucial to the continuation of student development, and open communication with parents is imperative. Students spend more time at home with parents than in school, which demands that schools and parents are in sync regarding the educational development of students. Additionally, parents should not be surprised by a decision made by the Virginia Beach City Public Schools on behalf of the student. We must establish, and then uphold, the trust by the parents. Parents must be confident in the public schools system and the educational experience of their children.
The government should always be good stewards of taxpayer dollars. That means citizens should be able to know and understand where their taxpayer assets are going. There also should be accountability for those not being good stewards of taxpayer dollars. We must be transparent and accountable with taxpayer dollars, and those taxpayer assets should be used most effectively to serve the public and their needs.
