The mayor's chair and three seats on the Bakersfield City Council were up for general election in 2016. The filing deadline for candidates wishing to run in the mayoral election was March 16, 2016. A primary was held on June 7, 2016. Twenty-five candidates ran in the primary election for mayor. Karen Goh and Kyle Carter advanced to the general election, both winning over 30 percent of the vote. The two faced each other in the general election in November.

Wards 2, 5, and 6 of the city council seats were up for election. The filing deadline for candidates wishing to run for these seats was August 12. The general election for the mayoral and city council races took place on November 8, 2016.[1]

Largest number of mayoral candidates in over a century

Thirty-five would-be candidates submitted papers to run in Bakersfield's mayoral race, with twenty-five receiving final certification. According to Bakersfield City Clerk Roberta Gafford, this was the deepest field of mayoral candidates in Bakersfield since 1915.[3]

Gafford cited the decision of incumbent Harvey Hall not to seek a fifth term in 2016 as a reason for the abundance of mayoral hopefuls:

I can tell you if Mayor Hall were running, we would not have this. A majority of people said, ’I would never run if Mayor Hall were running.’[4]

Jeff Adler, a political consultant, argued that it is not uncommon to see much deeper fields of candidates than usual after the retirement of a longtime incumbent:

It’s not unusual after the term of a longtime incumbent comes to an end to see a wide range of candidates because there’s a lot of pent-up pressure within the political system from all kinds of directions. That prompts people to run and promote their agenda.[4]

A primary was held on June 7, 2016. In order to win in the primary, a candidate needed to receive greater than fifty percent of the vote. Hall was able to win by such a margin in all four of his elections, but never faced more than nine opponents. With such a deep field, no candidate managed to win over 50 percent in the primary in 2016.[3]
