The four seats up for election on the San Bernardino City Council in California in 2015 displayed a range of competitiveness. While Ward 3 incumbent John Valdivia was re-elected without opposition, two of the seats—Wards 6 and 7—required runoff elections to determine their ultimate winners. Ultimately, the two incumbents who sought re-election kept their seats while the two open seats were filled by newcomers.
To win the primary election on November 3, 2015, candidates had to win a majority of votes cast in their race. No candidate earned 50 percent plus one of the votes cast in the Ward 6 or 7 races, so the top two vote recipients in each race advanced to the general election (functionally a runoff election) on February 2, 2016.
