Four of the nine seats on the Muscogee County Board of Education were up for general election on May 24, 2016. A runoff election was held on July 26, 2016, for Districts 1 and 7. District 1 incumbent Pat Hugley Green and challenger JoAnn Thomas-Brown defeated Al Stewart but neither candidate won a majority of the general election vote. Green defeated Thomas-Brown in the runoff election. In District 7, Shelia Williams lost to Cathy Williams in the runoff election after defeating Norene Marvets in the general election.[1]
District 3 incumbent Athavia Senior was defeated by challenger Vanessa Jackson. Voter and candidate information
The Muscogee County Board of Education consists of nine members elected to four-year terms. Eight members are elected by district, while the ninth member is elected at large. The candidate filing period for Georgia school board candidates lasted from March 7, 2016, to March 11, 2016. Prospective candidates for nonpartisan offices submitted declarations of candidacy with their county election offices. The voter registration deadline for the general election was April 26, 2016.[2]

2012District 1 incumbent Pat Hugley Green and District 5 incumbent Rob Varner defeated challengers Al Stewart and Brian McCabe, respectively. The July 31, 2012 board election included losses for board members James Walker and Norene Marvets. Walker lost the District 3 race to Athavia "A.J." Senior and challenger Shannon Heflin defeated Marvets for the District 7 seat.[4] |

Georgia's spring nonpartisan school board elections in 2016 featured more districts with unopposed board seats than in 2014. Three of the state's 20 largest nonpartisan districts by enrollment (15 percent) had no contested seats in 2014. This rate doubled to six districts (30 percent) with entirely unopposed board seats in 2016. Ten districts saw fewer candidates per seat in 2016 than 2014, while nine districts had more candidates per seat and one district remained at the same number from year to year.

Muscogee County School District is located in Muscogee County in western Georgia. The county seat is Columbus. Muscogee County was home to 200,887 residents in 2014, according to estimates by the United States Census Bureau.[5] The district was the 11th-largest school district in the state in the 2013–2014 school year and served 32,128 students.[6]
Demographics
Muscogee County underperformed in comparison to the state of Georgia in terms of higher education achievement, median household income, and poverty rate from 2009 to 2012. The United States Census Bureau found 22.6 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 28.0 percent for Georgia as a whole. The median household income in Muscogee County was $41,339, compared to $49,179 for the state of Georgia. The county's poverty rate was 19.6 percent, compared to the state's 18.2 percent.[5]
