Biography

N. Scott Phillips graduated from Woodlawn High School. Philips' earned a B.S. in accounting from Virginia Union University in 1983 and a J.D. from the University of Maryland in 1989. Phillips' career experience includes working as a project director and consultant with MBDA Advanced Manufacturing Center, a managing member of N. Scott Phillips Legal and Business Consulting Services, and the federal and public sector director of Precision Task Group.[1][2]

I am Delegate N. Scott Phillips, an attorney, entrepreneur, and public servant proudly representing Maryland’s 10th Legislative District in the House of Delegates. First elected in 2022, I have focused my service on advancing justice, expanding economic opportunity, and strengthening the communities of Baltimore County.

In the Maryland General Assembly, I serve on the Judiciary Committee and chair the Criminal Law Subcommittee, where I work on policies that promote public safety, accountability, and fairness in our justice system. In 2026, my colleagues elected me Chair of the Legislative Black Caucus of Maryland, the largest Black legislative caucus in the nation, where I help lead efforts to advance equitable policy and expand opportunity across our state. My work has focused on expanding opportunities for small and minority owned businesses, improving transparency in state procurement, supporting responsible criminal justice reforms, and promoting economic development that benefits local communities. I was raised in Baltimore City and Baltimore County and graduated from Woodlawn High School. I earned a degree in accounting from Virginia Union University and a law degree from the University of Maryland Carey School of Law.

I am a man of faith and family married 39 years. I remain committed to building safer communities, expanding opportunity, and ensuring that government works for all Maryland residents. I am running to continue delivering results for District 10.
  • Delivering Results and Responsible Leadership I believe public service should produce real results. In the General Assembly I have worked to improve public safety, strengthen transparency, and ensure government accountability. I sponsored legislation creating the Board of Public Works Transparency Dashboard, which gives the public greater visibility into major state contracts. As Chair of the Criminal Law Subcommittee and Chair of the Legislative Black Caucus of Maryland, I remain focused on practical solutions that make government more accountable and our communities safer.
  • Expanding Opportunity and Economic Growth Economic growth should create opportunity for everyone. I successfully supported legislation increasing the Small Business Reserve procurement goal from 15 percent to 20 percent, expanding access to state contracts for small and minority owned businesses. I have also worked to strengthen Maryland’s procurement system so local entrepreneurs can compete and grow. My focus is building an economy where innovation, entrepreneurship, and fair access to opportunity help create jobs and strengthen our communities.
  • Protecting Communities and Strengthening Public Safety Public safety and fairness must go hand in hand. I helped pass gun accountability legislation that allows victims of gun violence to bring civil actions against irresponsible firearm manufacturers and dealers, strengthening accountability and protecting communities. As Chair of the Criminal Law Subcommittee, I work to ensure that Maryland’s laws support law enforcement, protect victims, and promote responsible reforms that make our neighborhoods safer while upholding fairness in our justice system to include due process and constitutional protections for our immigrant communities.
I am deeply passionate about public policies that expand opportunity, strengthen public safety, and ensure fairness in government. My work focuses on improving transparency and accountability in state government, expanding economic opportunities for small and minority owned businesses, and promoting policies that support job creation and inclusive economic growth. I am also committed to responsible criminal justice policies that protect communities while ensuring fairness in the system. In addition, I strongly support investments in education, workforce development, and community based initiatives that help families build stable and prosperous futures.
