I’ve been married to my husband, Marcus, for nearly 20 years, and we’re proud parents of three amazing kids. We’ve lived in Fall Creek for 15 years, and I’ve spent over 9 years actively involved as a volunteer with Humble ISD in various roles.

I have a bachelor’s degree in Nursing from Florida State University and a Master’s in Nursing from UT Health Science Center in Houston. As a Nurse Practitioner, I’ve cared for patients and taught them how to improve their health. In 2017, I chose to step away from patient care to focus on my family and community. That’s when I realized how my involvement in our schools could positively impact not only my kids but many others. This inspired my passion for service and leadership and led me to run for the school board.

This is my second campaign, and I want you to know I’m not a career politician. I lead by listening, learning, and serving with humility. While I’m not an education policy expert, I care deeply about key issues like school safety, academic excellence, teacher retention, financial transparency, and accountability. These decisions shape our children’s futures and our community’s success.
  • STUDENTS FIRST, POLITICS LAST Our district faces a critical accountability gap, starting with the board and affecting every level. Lack of transparency, irresponsible spending, and weak oversight have eroded trust, harmed students, and disenfranchised staff. Strong governance—through oversight, ethical leadership, and checks and balances—can restore integrity and ensure decisions prioritize students and educators over political agendas.
  • Financial Responsibility: Responsible Spending That Makes Sense The board is currently operating with a budget deficit and relying on the fund balance to cover its spending. This approach is unsustainable and could lead to future challenges in adequately funding our district. I will work to reduce wasteful spending by reviewing programs for efficiency, optimizing resources, and prioritizing classroom needs. I will ensure funds are allocated effectively so that every dollar supports student achievement and enhances education. Lastly, I will work to ensure capital funding is properly managed and all approved bond projects are completed as planned.
  • A COMMUNITY-DRIVEN APPROACH Education is personal and local. We need board members who prioritize STUDENTS FIRST. Our schools improve when students, teachers, parents, and the community collaborate. And when schools improve, businesses and the community as a whole thrive.
Funding for Public Education: The proposed Education Savings Account bill prioritizes private education at the expense of public schools, highlighting the funding crisis districts face. As trustees, we must put students first, yet this bill serves less than 2% of Texas students. It underscores the urgent need for increased state funding, as districts struggle with unfunded mandates. Public school funding hasn’t been adjusted since 2019, despite inflation. My stance is simple: every student should receive equal funding. This bill harms 98.2% of students, and trustees must advocate for policies that truly support all students.
An elected official must have integrity, accountability, and a strong commitment to serving the public. They should prioritize transparency, listen to constituents, and make decisions based on what benefits the community, not personal or political gain. Leadership requires courage—standing firm in the face of pressure while remaining open to new information. Effective officials are problem-solvers who take action, not just talk. Above all, they must put people first, ensuring policies are fair, equitable, and truly serve those they represent.
School boards shape our community by making key decisions that keep schools running smoothly. They ensure teachers and students have the resources they need, tackle challenges, and bring people together to focus on what matters most: giving students a great education.
I want to leave a legacy of excellence—a district where every student is given the tools and opportunities to thrive, and where educators are valued and supported. I hope to be remembered for making decisions that prioritize the success of our kids and the integrity of our schools. My goal is to create a lasting impact, ensuring our district is known for high standards, community engagement, and preparing future generations for success.
A school board governs the local education system, ensuring students receive a high-quality education. Key responsibilities include:

Setting Policies: Establish rules and guidelines for schools to operate effectively.
Hiring Leadership: Select and evaluate the superintendent to manage daily operations.
Approving Budgets: Allocate funds to support educational programs, staff, and facilities.
Advocating for Students: Represent the community’s voice in education, ensuring equity and access for EVERY STUDENT.
Ensuring Accountability: Monitor student performance and oversee compliance with state and federal regulations.

Supporting teachers and staff with fair wages and professional growth opportunities is critical. Strong community partnerships and open communication ensure that decisions reflect the needs of those we serve. Every policy should promote inclusivity, opportunity, and the success of all students, not just a select few.
Building strong relationships starts with listening. I will engage parents, teachers, students, and local leaders through open forums, town halls, and direct outreach. I’ll work closely with educators, business leaders, and advocacy groups to ensure decisions reflect the community’s needs. Key partnerships will include parent-teacher organizations, local organizations, small businesses, and civic groups. I will also collaborate with underrepresented communities to ensure every voice is heard. Trust is built through transparency, accessibility, and a genuine commitment to serving all stakeholders. I am committed to restoring the trust of the community and moving Humble ISD in a positive direction.

A great learning environment challenges students while giving them the tools and confidence to reach their full potential.
Parents are essential partners in education. I will prioritize open communication through regular meetings, town halls, and direct outreach to ensure their voices are heard. I’ll advocate for transparency in decision-making and work to address their concerns promptly. Collaborating with parent-teacher organizations and community groups, I’ll ensure parents have a seat at the table. Building trust starts with listening, and I’m committed to creating meaningful dialogue that leads to real solutions for our students.
Attracting and retaining top talent starts with competitive pay, strong benefits, and a supportive work environment. I will advocate for fair wages, professional development opportunities, and policies that value educators as professionals. Recruiting should focus on building a strong pipeline of qualified candidates through partnerships with universities, mentorship programs, and community organizations. Most importantly, we must foster a culture where faculty and staff feel respected, heard, and empowered to succeed.
Financial transparency and government accountability are non-negotiable. Taxpayers deserve to know how their money is spent, and leaders must be responsible stewards of public funds. Every decision should be made with honesty, oversight, and the best interests of the community in mind. Hidden agendas, wasteful spending, and backdoor deals erode public trust. Strong checks and balances, open records, and clear communication are essential to ensure government serves the people—not itself.

My name is Natalie Carter. I have been married to my husband, Marcus Carter, for 17 years and have three children. My sons attend Woodcreek Middle School, and my daughter attends Autumn Creek Elementary School. We have lived in Fall Creek for 13 years and have been involved with Humble ISD for over seven years serving in various capacities. I attended Florida State University and earned my bachelor's degree in Nursing and a Master's in Nursing from UT Houston. In 2017, I decided to take a break from patient care to focus on my family and community. I realized that the more active I become with my community, particularly with my children's education, the better they perform. What I did not realize, however, was that it was not only my children that reaped the benefits of my service but also many of the children in the community. As a result, I sought more opportunities to learn and lead in my community, and after years of service, I decided to run for the school board.

In the current political environment, candidates often rely on ideals- based on political affiliation, religious beliefs, environment, etc.-instead of providing ideas to solve the problems we face as a community. Our schools face the same obstacles, no matter where you are or where you come from; that is why it is so important that we expect more from our candidates at every level. The real value of a candidate is their ability to turn their words into actions.
