Shipley's campaign website stated the following:

Platform

Success for Every Student

Our focus as a school district must be to ensure that every child—regardless of their social, political, religious, ethnic, or economic background—is supported throughout their Katy ISD journey and equipped with the tools and opportunities needed to succeed after graduation. A college degree is one valuable path, but it is not the only one. While some careers require higher education, our country faces a significant shortage of skilled trade workers, even as these careers offer strong demand and excellent earning potential. I will champion district programs that prepare students for all post‑high‑school pathways, including college, skilled trades, military service, and direct entry into the workforce, so every student can pursue the

future that fits them best

Investing in Those Who Serve Our Students

Ask why families choose to call Katy home, and the answer is almost always the same: our schools. Coming from a family of educators—my mother, a retired public‑school music teacher; my sister, a public elementary school teacher; and my cousin, an elementary principal in the district—I understand the vital role teachers and support staff play in shaping this community. To attract and retain exceptional educators, Katy ISD must remain competitive. That means strong compensation, affordable healthcare, and industry‑leading benefits. It also means revisiting key employee benefit policies to ensure they truly support the people who support our students. Our frontline employees are the heart of our schools, and their well‑being directly affects the long‑term strength of the district—and the value of our homes.

Connecting Families and Schools

The relationship between a student’s guardian—whether a parent, grandparent, or another trusted adult—and the school is essential to student success. Guardians have the right to be as engaged as they choose in their student’s educational journey in Katy ISD. The District is continuing to roll out new technologies that streamline communication between families, students, and educators, and I will support the ongoing expansion of these tools and associated policies.

Safety First, Always

As the son of a retired commercial airline pilot, I grew up in a home where safety was always the top priority. Katy ISD has made meaningful progress in recent years, including tangible enhancements to campus security. I will support the continued advancement of these efforts and champion additional safety measures—both physical and emotional—that protect our students, staff, and school communities.

Responsible Stewardship of Taxpayer Dollars

School finance has become increasingly strained, as state funding on a per‑student basis—known as the basic allotment—has remained basically unchanged since 2019 despite significant inflation. This has forced districts across Texas into difficult budget cycles, including periods of operating in a deficit. I will work at the local level to help return Katy ISD to a balanced budget, while also advocating at the state level on behalf of our community to address the broader challenges in school funding. Strong schools require strong financial stewardship, and I am committed to both.

Support All Extracurricular Activities, Including Fine Arts

Many school districts facing budget constraints often look to fine arts as an area to cut. As someone who took great pride in marching band during high school—and now with three children active in fine arts programs—I have a special appreciation for the impact these opportunities have on students. I also have children active in athletics, and I am a strong supporter of Katy ISD’s outstanding athletic programs, which play a vital role in student development and community pride. But unlike athletics, fine arts programs are often the first on the chopping block during difficult budget cycles. I will work to ensure that both athletics and fine arts remain strong, while advocating for the protection of fine arts programs that enrich the educational experience and help develop well‑rounded, confident young adults.
