What are administrative law judges and administrative judges?

Administrative law judges (ALJs) and non-ALJ adjudicators, sometimes referred to as administrative judges (AJs), are federal administrative adjudicators. Although many of these officials have the word judge in their job title, administrative adjudicators are part of the executive rather than the judicial branch.

The National Association of Administrative Law Judiciary (NAALJ) is a 501(c)(6) nonprofit organization that, according to its website, is the largest professional organization devoted to administrative adjudication for the executive branch. The NAALJ has members in all 50 states, some territories, Australia and Canada.[1][2]

Mission

According to its website, the National Association of Administrative Law Judiciary has the following mission:[1]

The mission of the National Association of Administrative Law Judiciary is to promote an impartial, professional administrative judiciary that adheres to high ethical standards and furthers the recognition and understanding of its necessary role in the function of government.[3]

The NAALJ includes local, state and federal administrative law judges as well as other hearing officers and commissioners as voting members. The organization aims to improve the quality of administrative justice and to further alternative dispute resolution through arbitration and mediation.[2]

In addition to hosting seminars and conferences, the NAALJ publishes a journal and newsletter. Semi-annually, the group publishes its journal, Journal of the National Association of Administrative Law Judiciary, with Pepperdine University School of Law. The publication showcases scholarly articles about developments affecting the administrative judiciary.[4]

Beyond its Journal, the NAALJ adopted a Model Code of Judicial Conduct in 1993 that states have used to develop rules for judicial conduct.[4]
