The Detachment and Reestablishment Initiative was a proposed initiative that did not make the November 4, 2008 ballot in Nebraska.[1]
The group supporting the measure was called Citizens for a Free Nebraska. Jason Fuller was a leader in the group, which also was supporting the No Annexation Without a Vote Initiative.
Fuller had stated in early June 2008 that the campaign wouldn't be able to collect the 80,000 signatures needed by the July 4 deadline. As a result, they suspended both petition drives, but had planned to restart in July 2008 for the November 2010 ballot.[2]
Omaha’s annexation of Elkhorn in 2007 inspired the group to launch their petition drives. Organizers believed that annexed communities throughout the state should have had the right to vote before a neighboring municipality annexed them. A law in 2008 allowed Omaha to annex Douglas County towns of fewer than 10,000 residents without a vote. Lincoln was allowed to unilaterally annex towns of between 100 and 800 people.
