The Nebraska Initiative Filing Requirements Amendment, also known as Amendment 3C, was on the ballot in Nebraska on November 7, 2000, as a legislatively referred constitutional amendment. It was defeated. The measure would have changed filing requirements for initiative petitions by increasing the time within petitions filed with the secretary of state must be submitted to electors from four to nine months.[1]

"A vote FOR this proposal will amend section 2 of Article III (the Legislative Power Article, initiative and referendum provisions) by increasing from four to nine months the time within which initiative petitions filed with the Secretary of State shall be submitted to the state’s electors at a general election.
A vote AGAINST this proposal will retain the present time limit of not less than four months.
A constitutional amendment to change filing requirements for initiative petitions."[2][3]
