Ballot title

The ballot title for Amendment 39 was as follows:

To amend Section 1, Article XV.—Provides that amendments to the Constitution submitted by the legislature shall be adopted by a majority voting on the question if the affirmative vote be equal to 35 percent of the total vote cast.
