All 50 states use at least one asset management company (AMC) that is a signatory of NZAM. States use an average of 12 of these AMCs. State pension plans invest with 101 of the AMCs of the 332 NZAM signatories, as of July 2024.[1]

The Net Zero Asset Managers Initiative (NZAM) is an international group of asset management companies (AMCs) that, according to its website, is a voluntary initiative for asset managers committed to supporting investing aligned with the global goal of net zero greenhouse gas emissions.[2]

In February 2026, NZAM announced it was relaunching after a year-long suspension of activities.[3] The suspension followed withdrawals by several U.S.-based asset managers amid criticism from some Republican elected officials that participation could raise antitrust concerns.[4] As part of the relaunch, NZAM removed its prior requirement that members align portfolios with a net-zero deadline.[3]

As of February 27, 2026, NZAM listed 253 signatories.[5] Prior to the suspension, NZAM reported 330 signatories with $57.5 trillion in assets under management as of October 2024.[6]

There are other climate-related asset manager signatory initiatives, including Climate Action 100+, which focuses on engaging companies to reduce emissions and improve climate-related governance.

Commitment

The Net Zero Asset Managers Initiative had the following commitments listed on its website as of March 2026:[7]

With the aim of delivering better investment outcomes, we recognise the importance of holding the increase in the global average temperature to well below 2°C above pre-industrial levels and of continuing to pursue efforts to limit the temperature increase to 1.5°C above pre-industrial levels, in line with the stated goals of the Paris Agreement. In this context, we commit to support investing aligned with the global goal of net zero greenhouse gas emissions as outlined below. ...

Therefore, where consistent with our fiduciary duties and, where applicable, client mandates, fund investment objectives and other legal obligations, we will:

1. Provide our clients with information to help them understand and act on climate-related financial risks and opportunities.
2. Support our clients to deliver on their climate goals. This may include increased investment in climate solutions, transition finance and climate-resilient investments.
3. Set near-term climate targets consistent with the global goal of net zero greenhouse gas emissions, and review them periodically to reflect evolving financial risks, client expectations, and practices.
4. Implement an investment stewardship strategy to support investees to address material climate risks and opportunities, consistent with our commitment above and positive long-term investment outcomes.
5. Engage with key actors in the investment system (including, but not limited to, data and index providers, ratings agencies, stock exchanges, and investment consultants) to encourage the availability of products and services that appropriately reflect climate-related risks and opportunities.
6. Ensure relevant policy advocacy we choose to undertake does not undermine these commitments.
7. Publicly disclose a plan for implementing these commitments and report annually on the actions we have taken towards these, and any outcomes achieved. [8]

The Net Zero Asset Managers Initiative (NZAM) is a global coalition launched in December 2020 under the Glasgow Financial Alliance for Net Zero (GFANZ). It provides a framework for asset managers to publicly disclose climate-related investment commitments and implementation approaches.[2]

Before suspending operations in 2025, signatories committed to setting climate targets for a portion of their assets under management, reporting on portfolio emissions, and implementing stewardship and engagement strategies addressing climate-related financial risks and opportunities. As of October 2024, NZAM had approximately 330 signatories representing about $57.5 trillion in assets under management.[9]

In early 2025, several major U.S. asset managers exited the initiative amid political and legal scrutiny in the United States, including claims from Republican state officials that participation in climate alliances could raise antitrust concerns.[4] Shortly after those departures, NZAM suspended its activities and removed its commitment statement while conducting a review. The initiative relaunched in 2026 without its previous net-zero deadline requirement, shifting to a framework that allows members to set their own targets and timelines.[3]

Support for Net Zero Asset Managers Initiative

David Blood, senior partner of Generation Investment Management, announced his support for the initiative in a 2020 news release. Blood argued that NZAM was necessary to promote a faster economic transition to net-zero carbon emissions and that "there is simply no more time to waste."[11]

The Net Zero Asset Managers initiative represents a significant moment on the road to addressing the climate crisis. The transition to net zero will be the biggest transformation in economic history and we want to send a clear signal that there is simply no more time to waste. The opportunities to allocate capital to this transition over the coming years cannot be underestimated. Without the asset management industry on board, the goals set out in the Paris Agreement will be difficult to meet.[8]


Stephanie Pfeifer, CEO and one of the founding partners of the Institutional Investors Group on Climate Change, announced her support for NZAM in a 2020 news release. Pfeifer argued that it is good for asset managers to unite in promoting reduced carbon emissions and that the initiative was necessary for what she called a resilient future.[11]

The scale and significance of the asset managers joining the Net Zero Asset Managers initiative sends a clear signal to the wider sector that the financial firepower of institutional investors will be committed to making real progress towards a net zero and resilient future. As we reach the fifth anniversary of the Paris agreement, we extend an open invitation to all asset managers to join us in the commitment, collaboration and cohesion that will drive forward this initiative and the net zero transition.[8]

Opposition to Net Zero Asset Managers Initiative

Arizona Attorney General Mark Brnovich (R) and 18 other state attorneys general sent a letter on August 4, 2022, to BlackRock, the largest asset manager in the world, opposing the firm's commitments to net-zero alliances including NZAM. The letter argued that BlackRock's involvement with the initiative was political and prevented the firm from focusing on financial returns, as required under state laws.[12]

Regarding BlackRock’s commitments to climate change advocacy organizations, you state that you have joined them 'to participate in dialogue with governments, companies, and financial institutions on sustainability issues important to our clients.' Under our state laws, the desired 'dialogue' regarding any potential energy transition would be how to maximize financial returns, which would potentially include the opportunistic purchasing of fossil fuel assets discarded by companies seeking to meet net zero commitments. However, any discussion of purchasing such assets to maximize returns is conspicuously absent from GFANZ or Climate Action 100+. Rather, these public commitments display a purpose of activism rather than 'dialogue.'[8]


Tom Gosling, an executive fellow of finance at the London Business School, argued in a 2023 article for Forbes that the net zero commitments made by asset managers will not achieve the impacts they outline and that they need to be transparent about those limitations:[13]

[I]nvestors should be honest with clients and modest about the limited impact they can have on climate change. They should resist using climate change as a marketing tool to increase assets under management and increase fund fees, because the biggest legal risk of all probably does not relate to fiduciary duty or anti-trust. Rather it relates to greenwashing: the inconsistency between claims made by asset managers and the real-world climate impact of the investment strategies they adopt. This gap is easy to demonstrate and courts are unlikely to be sympathetic to the asset management industry.[8]

Noteworthy events

Net Zero Asset Managers Initiative relaunches without net-zero deadline (2026)

In February 2026, the NZAM announced it was relaunching after a year-long suspension of activities.[3] The group resumed operations with more than 250 signatories and issued a revised commitment statement removing its prior requirement that members align portfolios with a net-zero deadline. The suspension followed withdrawals by several U.S.-based asset managers amid criticism from some Republican elected officials who argued that coordinated participation could raise antitrust concerns.[3]

NZAM announces resumption of operations (2025)

NZAM announced on October 30, 2025, that it would resume operations starting in January 2026. The investor coalition—which, before the pause, included more than 325 firms managing over $57 trillion—said it deleted language in its commitment statement that required members to aim for net-zero greenhouse-gas emissions by 2050. The updated commitment statement asked members to set their own targets and stewardship strategies while continuing annual progress reporting. The organization also said it would republish its list of members.

NZAM suspends operations (2025)

NZAM announced January 13, 2025, that it was suspending operations and removing the commitment statement and list of signatories from its website. The group said in a statement it would reevaluate its plans and operations in light of “[r]ecent developments in the U.S. and different regulatory and client expectations in investors’ respective jurisdictions.”[14]

The move came four days after BlackRock—the world’s largest asset manager—announced it was leaving NZAM.

BlackRock leaves NZAM (2025)

BlackRock—the world’s largest asset manager—announced January 9, 2025, that it was leaving NZAM.[15]

BlackRock had over $11 trillion in assets under management at the time of the departure, nearly 20% of the $57.5 trillion NZAM’s signatories managed as of October 2024. The firm said in a letter following the announcement that legal pressure from U.S. public officials influenced the decision. The departure followed a House Judiciary Committee report in December 2024 alleging financial firms’ participation in global climate groups was anti-competitive. It also came less than two weeks before President-elect Donald Trump’s (R) second-term inauguration.

Vanguard quits NZAM (2022)

The Financial Times reported on December 7, 2022, that Vanguard, the second-largest asset manager in the world and the world’s largest passive asset manager, announced that it had decided to leave the Net Zero Asset Managers Initiative.

The move came after 13 Republican state attorneys general filed a motion in November 2022 asking the Federal Energy Regulatory Commission to hold a hearing on Vanguard’s plans to purchase a large number of shares in public utility stocks. Stephen Soukup, a market analyst, an opponent of ESG, and the author of The Dictatorship of Woke Capital, wrote that “to the best of my knowledge, this is the first time that a coalition of state officials has taken action against a single ESG-committed asset management firm that isn’t BlackRock.”[16]

Vanguard said in its statement that "the move [to leave the climate alliance] had been in the works for several months."[17]
