The Nevada State Board of Regents is an elected executive agency of the Nevada state government, responsible for managing the state's system of higher education.

Current officeholders

The board is composed of 13 voting members elected to six-year terms in by-district elections. Beginning in January 2029, the board will decrease from 13 to 9 members, and the term length will be shortened from six years to four years. Designated members are elected every two years at the general election.

Authority

The Nevada State Board of Regents was established by Article 11, Section 4 of the Nevada Constitution. Section 396.040 of the Nevada Revised Statutes lays out the board's structure.

NRS 396.040  Number of Regents; election from certain districts; residency requirements. [Effective through January 1, 2029.] 1.  The Board of Regents consists of 13 members elected by the registered voters within the districts described in the shapefile adopted by NRS 396.047. 2.  The members of the Board of Regents must be elected as follows: (a) At the general election in 2002, and every 6 years thereafter, one member of the Board of Regents must be elected from districts 2, 3, 5 and 10. (b) At the general election in 2004, and every 6 years thereafter, one member of the Board of Regents must be elected from districts 6, 7, 8, 11 and 13. (c) At the general election in 2006, and every 6 years thereafter, one member of the Board of Regents must be elected from districts 1, 4, 9 and 12. 3.  Each member of the Board of Regents must be a resident of the district from which the member is elected.

Qualifications

Qualifications for serving on the Nevada State Board of Regents are laid out in Section 396.040 of the Nevada Revised Statutes. Elected board members are required to be a resident in the district they are elected to represent.

Vacancies

The procedure for filling vacancies on the Nevada State Board of Regents is laid out in Section 396.060 of the Nevada Revised Statutes. In the event of a vacancy on the board, the governor appoints a successor. The appointee serves until the next general election, when a successor is elected to fill the remainder of the term.

Section 396.060:

“

In case of a vacancy in the Board of Regents caused by death, resignation, removal, or otherwise, the Governor shall fill the vacancy by the appointment of a qualified person to serve until the next succeeding general election, when the vacancy shall be filled by election for the remainder of the unexpired term of office of the Regent originally elected.

”

Duties

The duties of the Nevada State Board of Regents are laid out in Title 1, section 3 of the Board of Regents Handbook.

Section 3:

“

The Board of Regents shall be responsible for the management and control of the University but may delegate specific authority to its officers as hereinafter provided.

”

State budget

The budget for the Nevada System of Higher Education for Fiscal Year 2025 was $1,123,190,587.

Compensation

Compensation for members of the Nevada State Board of Regents is laid out in Section 396.070 of the Nevada Revised Statutes. Members of the board are entitled to receive $80 for each meeting attended as well as a per diem of $60 or the maximum rate established by the federal government. Members of the board are also entitled to a travel allowance.

Section 396.070:

“

Salaries and expenses of Regents; restrictions on account to pay for hosting expenditures of Regent; annual report and availability of hosting expenditures. 1. Each member of the Board of Regents is entitled to receive a salary of $80 for each meeting of the Board that he or she attends. 2. Each member of the Board of Regents is entitled to receive in attending meetings of the Board, or while on Board of Regents’ business within the State: (a) A per diem expense allowance not to exceed the greater of: (1) The rate of $60; or (2) The maximum rate established by the Federal Government for the locality in which the travel is performed. (b) The travel allowance provided for state officers and employees generally. 3. If an account is established for a member of the Board of Regents to pay for hosting expenditures of the member: (a) The annual expenditures from the account may not exceed $2,500. (b) The account may be used only to pay for activities that are directly related to the duties of the member of the Board of Regents, including reasonable expenses for meals, beverages and small gifts. The account must not be used to pay for expenses associated with attending a sporting event or a political fundraising event. (c) The member of the Board of Regents must submit a monthly report of expenditures from the account to the Chancellor of the System. The report must include, without limitation, the amount of money expended from the account, the specific purpose and activity for which the money was expended and, if applicable, the person for whom the money was expended. (d) The Chancellor of the System shall compile the monthly reports into an annual report on or before January 30 of each year. The monthly reports and annual reports are public records and must be made available for public inspection. 4. As used in this section, “hosting expenditures” means reasonable expenses by or on behalf of a member of the Board of Regents who is conducting business activities necessary to provide a benefit to the System by establishing goodwill, promoting programs of the System or otherwise advancing the mission of the System.
