The ballot title for Question 22 was as follows:
“ | No. XXII.—Assembly Concurrent Resolution relative to amending the Constitution of the State of Nevada. Resolved by the Assembly, the Senate concurring, That the Constitution of the State of Nevada be amended as follows Amend Section twenty-four of Article IV. of the Constitution of the State of Nevada so as to read as follows: Section twenty-four. The Legislature is authorized to provide for the organization and incorporation of a lottery in the State of Nevada, and to designate the amount of revenue that shall be annually paid into the state Treasury by said corporation. | ” |

Path to the ballot

A simple majority vote is required during two successive legislative sessions for the Nevada State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 22 votes in the Nevada State Assembly and 11 votes in the Nevada State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
