The New Hampshire Budget Bill May Not Establish Law Amendment, also known as Question 3, was on the ballot in New Hampshire on November 6, 1984, as a constitutional convention referral. It was approved. This amendment proposed to prohibit budget bills from establishing or modifying law not related to expenditures.[1]
