The New Hampshire Criminal Insanity Standards Amendment, also known as Question 7, was on the ballot in New Hampshire on November 6, 1984, as a constitutional convention referral. It was approved. This amendment proposed to change the standard for committing an individual in a criminal insantiy proceeding. It proposed that the state must establish mental illness by "clear and convincing evidence" rather than "proof beyond reasonable doubt".[1]
