New Hampshire Governor's Power on Appropriations, Question 3 (1930)
The New Hampshire Governor's Power on Appropriations Amendment, also known as Question 3, was on the ballot in New Hampshire on November 4, 1930, as a constitutional convention referral. It was defeated. It proposed that the governor be able to reduce or disapprove items in a legislative appropriations bill.[1]

Note: Although this measure gathered more "yes" votes, it did not pass because New Hampshire requires that an amendment receive greater than two-thirds of the vote to be approved.
