Impact of redistricting
- See also: Redistricting in New Hampshire
The Republican-controlled House passed a new map on March 7, 2012, by a vote of 205-68, which the Senate concurred with on March 9, 2012, by a 15-8 vote. Gov. John Lynch (D) vetoed the House map on March 23. Per a constitutional amendment passed in 2006, each town with 3,000 or more residents was guaranteed at least one representative of its own in the redistricting process; the Governor said the plan did not fulfill this requirement. The legislature overrode the veto on March 28th, and the maps were federally precleared on June 1, 2012. The redistricting plan was upheld by state courts after a challenge from the City of Manchester.[4][5]
Qualifications
Article 14 of Part 2 of the New Hampshire Constitution states, "Every member of the house of representatives shall be chosen by ballot; and, for two years, at least, next preceding his election shall have been an inhabitant of this state; shall be, at the time of his election, an inhabitant of the town, ward, place, or district he may be chosen to represent and shall cease to represent such town, ward, place, or district immediately on his ceasing to be qualified as aforesaid."
