The New Hampshire Prohibition of Sexual Orientation Discrimination Measure, CACR 17 was not on the November 4, 2014 ballot in New Hampshire as an initiated constitutional amendment. The measure would have prohibited discrimination based on sexual orientation. The measure was primarily sponsored by Sen. David M. Pierce (D-5) in the New Hampshire State Senate, where it was known as Constitutional Amendment Concurrent Resolution 17.[1][2]
The measure would have amended Article 2 of Part First of the New Hampshire Constitution.[1]

The proposed ballot text read as follows:[1]
“ | Are you in favor of amending Article 2 of the first part of the constitution to read as follows:
[Art.] 2. [Natural Rights.] All individuals have certain natural, essential, and inherent rights - among which are, the enjoying and defending life and liberty; acquiring, possessing, and protecting, property; and, in a word, of seeking and obtaining happiness. Equality of rights under the law shall not be denied or abridged by this state on account of race, creed, color, sex, national origin, or sexual orientation. [ ] Yes |

The New Hampshire General Court was required to pass the legislation by a 60 percent vote in order to place the proposed amendment on the ballot. The measure passed the House, however it failed to pass the Senate before the session adjourned.[4]
