The New Jersey Public Question No. 2 was on the ballot in New Jersey on November 7, 1989, as a legislatively referred bond question. It was approved. The Public Purpose Buildings and Community-Based Facilities Construction Bond Act of 1989 authorized $125 million in bonds for correctional and human services facilities.[1]
