The New Jersey Public Question No. 4 was on the ballot in New Jersey on November 3, 1981, as a legislatively referred bond question. It was approved. The Water Conservation Bond Interest Rate Ceiling Elimination Act removed the 6 percent interest rate ceiling from water conservation bonds passed in 1969.[1]
