The New Jersey Public Question No. 4 was on the ballot in New Jersey on November 7, 1989, as a legislatively referred bond question. It was approved. The New Jersey Bridge Rehabilitation and Improvement and Railroad Right-of-way Preservation Bond Act of 1989 approved $115 million in bonds for bridge maintenance and preserving and acquiring railroad rights-of-way.[1]
