The New Jersey Public Question No. 5 was on the ballot in New Jersey on November 3, 1981, as a legislatively referred constitutional amendment. It was approved. The amendment to Article VI, Section 7, paragraph 2 of the New Jersey Constitution authorized the use of revenues from gambling as funding for expanded or additional health and transportation services for the elderly and disabled.[1]
