The 2nd Congressional District of New Mexico held an election for the U.S. House of Representatives on November 4, 2014. Incumbent Rep. Steve Pearce (R) defeated Roxanne Lara (D) in the general election.
The Cook Political Report rated Pearce's U.S. House seat as "Likely Republican."[4] Pearce was the only Republican member of the U.S. Congress in New Mexico, with both other Representatives and both Senators belonging to the Democratic party.[5] He was also the only Republican to hold a seat in a district on the U.S.-Mexico border.[6] Nevertheless, Pearce had held his seat since 2003, with a break from 2009-2010, when he ran an unsuccessful bid for U.S. Senate.[7]
In 2012, Pearce defeated his Democratic challenger, Evelyn Madrid Erhard, without much difficulty, winning by an 18.2 percent margin of victory. However, Erhard also raised less than $100,000 in campaign contributions all election. In contrast, Pearce's 2014 challenger Lara had already raised $571,983.86 by the 2014 April Quarterly Federal Election Commission (FEC) reports. Pearce still led in terms of money raised, with $1,149,383.28 in total contributions, but Lara had enough to run a much stronger campaign than her 2012 counterpart. In addition, both Pearce and Lara ran uncontested in their respective primary elections on June 3, 2014, so both candidates were able to focus exclusively on the general election.
Pearce's greatest opposition stemmed from his views on immigration reform. Being in a border state, many voters supported total amnesty. Pearce, on the other hand, was "opposed to giving undocumented immigrants the opportunity to become US citizens and favors a guest worker program instead."[6]

New Mexico utilizes a semi-closed primary process; participation in each party's primary is limited to registered party members and unaffiliated voters.[8][9][10][11]

Voter registration: To vote in the primary, voters had to register by May 6, 2014. For the general election, the voter registration deadline was October 7, 2014 (voter registration closes 28 days prior to an election).[12]

Incumbent: Heading into the election the incumbent was Steve Pearce (R), who was first elected in 2010.
New Mexico's 2nd Congressional District is located in the southern and western portions of the state and includes Catron, Chaves, Cibola, De Baca, Dona Ana, Eddy, Grant, Guadalupe, Hidalgo, Lea, Lincoln, Luna, Otero, Sierra, and Socorro counties. Portions of Bernalillo, McKinley, Roosevelt, and Valencia counties are also included in the district.[13]

On July 30, 2014, the U.S. House approved a resolution 225 to 201 to sue President Barack Obama for exceeding his constitutional authority. Five Republicans—Thomas Massie of Kentucky, Paul Broun of Georgia, Scott Garrett of New Jersey, Walter Jones of North Carolina and Steve Stockman of Texas—voted with Democrats against the lawsuit.[20] Pearce joined the other 224 Republicans in favor of the lawsuit. All Democrats voted against the resolution.[21][22]
