The New Mexico Ballot Proposal: Allowing County Indebtedness for Books and Library Resources, also known as Constitutional Amendment No. 4, was on the ballot in New Mexico on November 8, 1988, as a legislatively referred constitutional amendment. It was approved. The ballot proposal allowed for counties to go into debt for books and library resources.[1]
