The New Mexico Bond Act: Educational Capital Improvements, also known as Educational Bond Act, was on the ballot in New Mexico on November 4, 1986, as a legislatively referred constitutional amendment. It was approved. The bond act allowed for the issuance of $35 million in funds for capital expenditures at certain educational institutions.[1]

THE EDUCATIONAL CAPITAL IMPROVEMENTS BOND ACT AUTHORIZING ISSUANCE AND SALE OF EDUCATIONAL CAPITAL IMPROVEMENT BONDS: The Educational Capital Improvements Bond Act authorizes the issuance and sale of educational capital improvements bonds in the year 1987 in an amount up to thirty-five million dollars ($35,000,000) to provide funds for capital expenditures at certain state educational institutions, state-supported post-secondary educational institutions and public schools and provides for a general ad valorem property tax levy for payments of interest and principal of the bonds.[2]
