The New Mexico Referendum: Creation of Student Loans for the Healing Arts, also known as Amendment No. 3, was on the ballot in New Mexico on November 5, 1974, as a legislatively referred constitutional amendment. It was approved. The referendum allowed for the establishment of a loans program for students of the healing arts.[1]

CONSTITUTIONAL AMENDMENT No. 3: Proposing an amendment to Article 9, Section 14 of the Constitution of New Mexico to allow the legislature to establish a program of loans to students of the healing arts for residents of the State under certain conditions.[2]
