The New Mexico Referendum: Student Loan Programs, also known as Constitutional Amendment No. 7, was on the ballot in New Mexico on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. The referendum would have allowed for the establishment of a state-run student loan program.[1]
