The New Mexico Registration for Qualified Electors Amendment did not appear on the November 8, 2016 ballot in New Mexico as a legislatively referred constitutional amendment. The measure would have required all qualified electors to be registered to vote, except for those who affirmatively choose not to be registered.[1]

The amendment was proposed by Rep. Javier Martinez (D-11) as House Joint Resolution 2.[2]

According to Article XIX of the New Mexico Constitution, a simple majority is required in the legislature to refer the amendment to the ballot.

The bill was introduced in the New Mexico House of Representatives on January 8, 2016. The legislature failed to refer the measure to the ballot as of the end of the session on February 18, 2016.[2]
