The 19th Congressional District of New York held an election for the U.S. House of Representatives on November 8, 2016.

New York's 19th Congressional District was a battleground district in 2016. Incumbent Chris Gibson (R), who began serving in Congress in 2011, chose not to seek re-election in 2016, leaving the seat open. John Faso (R) defeated Zephyr Teachout (D) in the general election on November 8, 2016. Faso defeated Andrew Heaney in the Republican primary, while Teachout defeated Will Yandik to win the Democratic nomination. The primary elections took place on June 28, 2016.[4][5][6][7][8][9][10]

    Primary: A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election. New York utilizes a closed primary process, in which the selection of a party's candidates in an election is limited to registered party members.[11][12]

    Incumbent: Heading into the election the incumbent was Chris Gibson (R), who was first elected in 2010. Before redistricting in 2012, Gibson represented New York's 20th Congressional District. On January 6, 2015, Gibson announced that he would not seek re-election in 2016.[13]

    New York's 19th Congressional District is located in the eastern portion of the state and includes Columbia, Delaware, Greene, Otsego, Schoharie, Sullivan, and Ulster counties and parts of Broome, Dutchess, Montgomery and Rensselaer counties.[14]

    Race background

    New York's 19th District race is one of the initial races listed on the Democratic Congressional Campaign Committee's Emerging Races. Emerging Races is the second tier of the Red to Blue program. According to the DCCC, it includes the districts "where campaigns are on track and working hard to put seats in play."[26][26] The DCCC has not yet endorsed any of the Democratic candidates in the race.

    Andrew Heaney and John Faso were members of the NRCC's Young Guns Program in 2016. The Young Guns program "supports and mentors challenger and open-seat candidates in races across the country."[27]

    Senator Bernie Sanders began raising money for several progressive congressional candidates, including Zephyr Teachout, in April 2016.[28]

    • Fighting for Our Returning Veterans: Our military veterans must receive the necessary care, treatment and job-placement services upon returning home from service at home and abroad. I have a plan for ensuring no member of our Armed Forces falls through the bureaucratic cracks of the U.S. Department of Veterans Affairs.
    • Defending Your Rights: Our Second Amendment rights are under threat and must be protected.
    • Rein in Washington: Federal spending grew by almost 60 percent in just the past decade, from $2.2 trillion in 2004 to more than $3.6 trillion in 2014. To control future spending growth, costly programs should be examined for effectiveness, and lawmakers should be obligated to pass spending bills in a more open and transparent manner. The president’s broad reliance on executive orders must be curtailed, and the first way to do this is through responsibly debating and enacting authorizations and appropriations the country can actually afford.
    • Jobs and Growth for Upstate: Families across Upstate New York are concerned about the direction of our country, particularly with the notion that our children and grandchildren could face a reduced standard of living with fewer opportunities if nothing is done. Middle-class incomes, and those of people striving to get into the middle class, have been flat or declining in recent years. The American Dream is in crisis.
    • National Security: The United States must restore military strength in unstable regions and harden its counter-terrorism capabilities in order to effectively fight the growing threat from domestic and international radical Islamic terror groups, including ISIS and the Taliban. The horrific attack in Orlando on June 12th reminds our country that, as we mourn, we must also be vigilant in eliminating overseas threats to our national interest and stopping their ideological reach within our borders.
