The New York Barge Canal Lands, Proposal 3, also known as Proposal 3, was on the 1991 ballot in New York as a legislatively referred constitutional amendment. It was approved.
The proposed amendment to "Article 15 (authorizing the granting of leases, disposition of funds, imposition of tolls, and providing for work or materials contracts on barge canal lands)."[1]
