The New York City Bond for School Construction, Amendment 4, also known as Proposed Amendment No. 4, was on the ballot in New York on November 3, 1959, as a legislatively referred constitutional amendment. It was defeated. This measure would have permitted "New York city to issue $500 million in bonds for school construction outside its debt limit."[1]
