The New York Community Development, Amendment 1, also known as Proposed Amendment No. 1, was on the ballot in New York on November 2, 1971, as a legislatively referred constitutional amendment. It was defeated. This amendment would have repealed Article 18 of the Constitution and would have replaced it with a new Article 18. It also would have amended section 4, article 8 (relating to modifying the constitutional debt limits of counties, cities, towns and villages, for any purpose including community development)."[1]
