The New York Indebtedness of Cities, Amendment 4, also known as Proposed Amendment No. 4, was on the ballot in New York on November 2, 1909, as a legislatively referred constitutional amendment. It was approved. This amendment was related to "limiting indebtedness of cities."[1]
