The New York Initiative and Referendum Amendment did not make the November 5, 2013 general election ballot in the state of New York as an initiated constitutional amendment. The proposed amendment would have allowed for voters to enact and amend laws through initiative and referendum.[1]
Support
The measure was sponsored and supported by Senator Joseph Robach. "This proposal to establish a process of initiative and referendum in New York State is simply good government. It is the type of reform that my Senate colleagues and I have consistently fought for and will continue to support so that voters statewide can be given a more direct and effective voice with which to further New York’s democratic process," he said.[2]
Senate Majority Leader Dean Skelos said, "In order to truly change and improve the way government does business, we must enable the public to have a more active role in the process."[2]

According to the New York Constitution, a majority vote is required in two successive sessions of the New York State Legislature in order to qualify a measure for the statewide ballot.
- On June 7, 2011, the New York State Senate voted 47-15 in favor of referring the proposed measure to the ballot.[3][4]
- On June 21, 2012, the measure returned to the New York State Senate after it died in the New York State Assembly. No further action has been taken since then, but the measure is not categorized as rejected on the state senate website.[1]
The measure was not passed by the legislature in a successive session.
