The New York Local Government Debt, Amendment 5, also known as Proposed Amendment No. 5, was on the ballot in New York on November 5, 1963, as a legislatively referred constitutional amendment. It was approved. This measure permitted "local governments to exclude from their debt limit the cost of sewage treatment and disposal facilities for an eleven year period."[1]
