The New York Local Indebtedness for Low Rent Housing, Amendment 3, also known as Proposed Amendment No. 3, was on the ballot in New York on November 8, 1966, as a legislatively referred constitutional amendment. It was defeated. This measure would have amended Section 4, Article 18 of the Constitution. This amendment related "to the power of cities, towns and villages to contract indebtedness for low rent housing and slum clearance projects on basis of average full valuation of taxable real estate."[1]
