The New York Low-rent Housing and Slum Clearance, Amendment 4, also known as Proposed Amendment No. 4, was on the ballot in New York on November 8, 1938, as a legislatively referred constitutional amendment. It was approved. This amendment was submitted by the constitutional convention. It related to low rent housing and slum clearance and authorized the "contracting of state debt up to $300,000,000 for loans, the expanding of the debt limit of cities by 2 per cent, and authorizing the granting of subsidies."[1]
