The New York Rules on Public Officials in Office, Amendment 3, also known as Proposed Amendment No. 3, was on the ballot in New York on November 3, 1959, as a legislatively referred constitutional amendment. It was approved. This measure was related to the "prohibition against a public official holding office if he refuses to testify concerning his conduct in present or past offices."[1]
